The Housing Authority of the City of Pasco and Franklin County (HACPFC) operates a variety of rental assistance programs serving more than 600 families, seniors, and people with disabilities.

HACPFC does not have emergency/transitional housing. HAPCFC does not offer cash rental assistance.

Family Self-Sufficiency Program

A program for Section 8 families to set goals to achieve stability and self-sufficiency. The FSS program helps families increase income, and learn new skills while becoming less dependent on assistance and subsidies.
